Job Description

Powys County Council is recruiting an Adult Services Transformation Programme Manager on a fixed-term basis until March 2028, based at County Hall, Llandrindod Wells. Paying £27.16–£35.58 per hour for 37 hours per week, this is a senior programme management role leading strategic transformation across Adult Services within Social Services and Wellbeing.

You will coordinate delivery of a portfolio of transformation projects covering business change, benefits realisation, and service redesign — ensuring deliverables are met within quality, time, and cost constraints. Responsibilities include programme governance, budget management, stakeholder engagement, securing resources through formal bid processes, and acting as the senior contact between programme boards and project teams. You will report to the Director of Social Services and Wellbeing and work closely with Heads of Service, senior managers, Powys Teaching Health Board, and third-sector partners.

The successful candidate will hold a recognised Programme or Project Management qualification (e.g. MSP, Agile) or equivalent experience, alongside a degree or equivalent. Demonstrable experience of leading complex programmes of change in a public sector setting is essential; experience of social care is desirable but not required. Welsh language skills are desirable. The post is subject to a standard DBS check and requires the ability to travel across Powys.
