Job Description

An exciting opportunity has arisen to join Salford City Council’s fast-paced and varied Housing Strategy Team as a Principal Officer Strategy. This is a fixed-term post for 12 months, offering a competitive rate of £25.14–£26.78 per hour, with a hybrid working arrangement requiring at least two days per week on-site at Chorley Road, Swinton.

The team is responsible for producing, monitoring, and reporting on the delivery of housing and homelessness-related strategies and policies. You will lead the development of Salford’s supported housing needs assessment, a new supported housing strategy, delivery plan, and monitoring framework — all in line with the statutory requirements of the Supported Housing Regulatory Oversight Act.

Key responsibilities include driving a partnership approach to achieving local outcomes, engaging with a wide range of stakeholders to ensure the strategy reflects the lived experience of service users and the views of key partners, managing competing workstreams to tight deadlines, and undertaking data collection and analysis to underpin robust evidence-based policy.

The ideal candidate will bring demonstrable experience in strategy development, excellent written and verbal communication skills, and a sound knowledge of housing and homelessness issues. The ability to use initiative, manage complex workloads, and work flexibly in response to changing demands is essential. Full-time availability is required.
