Job Description
Barnet Council is seeking an experienced Head of Service to lead locality-based adult social care services for older people and physically disabled residents across the borough, based in Colindale (hybrid working). Reporting to the Director of Operations within the Communities, Adults & Health directorate, this is a senior operational leadership role with significant accountability for a large workforce, a substantial budget, and the delivery of key statutory duties under adult social care legislation.
You will lead teams responsible for assessment, support planning, and complex case management in the community, driving partnership work with NHS organisations, the voluntary and community sector, housing, and public health. A key focus will be managing demand for residential care, working with commissioning colleagues to develop creative care solutions, and embedding strength-based practice across the workforce.
Core responsibilities include safeguarding leadership, financial planning and MTFS savings delivery, service improvement, and stakeholder management at both operational and strategic levels. You will provide visible professional leadership, support elected members with performance insight, and ensure outstanding outcomes for residents.
Candidates must hold a relevant social work professional qualification and have a proven track record at management level within a complex organisation, with extensive knowledge of older people and disabilities services, relevant legislation, and statutory frameworks. Strong leadership, people management, budget management, and partnership skills are essential.
