Childrens IRO – Independent Reviewing Service – #5302533

Job Description

Durham County Council is seeking an experienced Independent Reviewing Officer (IRO) to join their Children and Young People’s Services, based at Spennymoor Green Lane Council Offices, DL16 6JQ. This is a locum role paying £35.45 per hour, available from 16 August 2026.

As IRO, you will act as Independent Chairperson for Children in Care Reviews, Child Protection Conferences, Private Fostering Reviews, Secure Accommodation Reviews, Foster Carer Reviews, disruption meetings, and complex planning meetings. You will ensure the voice of the child is central to all planning, and that looked-after children have appropriate, robust Permanency Plans in place.

You will develop and maintain quality assurance systems in line with departmental policies, government guidance, and Department for Education requirements. Working constructively alongside senior managers, social workers, and partner agencies, you will drive best practice in care planning and service provision, contribute to Local Safeguarding Children’s Board processes, and participate in audit and monitoring activity.

Candidates must hold a recognised social work qualification, be registered with Social Work England, and have substantial relevant experience in children’s social care. A thorough knowledge of Care Planning Regulations, the legal framework for looked-after children and care leavers, National Minimum Standards, Fostering Regulations, Adoption Agencies Regulations, and Working Together guidance is essential.
