Job Description

Rochdale Borough Council is seeking a qualified Designated Social Care Officer (DSCO) to cover maternity leave, based in Rochdale, OL16 1XU. The role runs from 27 July to 30 September 2026 at £46 per hour via XMS.

This is a strategic, non-case-holding position within the Children’s Social Care Directorate. The DSCO will assist Rochdale Local Authority in meeting its statutory duties relating to Special Educational Needs and Disabilities (SEND), contributing to and quality assuring Education, Health and Care Planning (EHCP) assessments. You will act as a senior advisor to Assistant Directors and Heads of Service on SEND matters, identify gaps in service knowledge and expertise, and support the design and delivery of training improvements.

The post holder will also contribute to de-escalation processes and key projects involving children with complex needs, working across Children’s Social Care and partner agencies within the Greater Manchester Collaboration framework.

Candidates must be qualified social workers with substantial knowledge of SEND legislation and practice. This role does not involve holding a caseload — it is an expert advisory, quality assurance, and improvement-focused position.
