Job Description

Westminster City Council is seeking a skilled Data Business Analyst to support its Housing Directorate, which manages over 21,000 homes across the city. This is a contract role based at 64 Victoria Street, London, offering up to £300 per day (umbrella), with agile working arrangements. Start date 15 June 2026.

This is a pivotal role combining data analysis, business analysis and systems thinking — helping transform how data drives decision-making, service delivery and investment planning across Westminster’s housing portfolio.

Key responsibilities include analysing complex housing and asset data to support strategic planning; identifying data quality issues and process inefficiencies; supporting asset lifecycle and investment programmes; developing dashboards, reports, heatmaps and performance metrics; and enabling predictive maintenance and risk-based service delivery models. You will also produce business analysis outputs such as process maps, requirements documentation and project artefacts, and ensure compliance with GDPR and data governance standards.

Essential: strong background in data and business analysis; experience with SQL, Python, R or similar tools; proven ability to work with large, complex datasets; and strong stakeholder engagement across technical and non-technical teams. Experience in housing, asset management or local government is desirable, as is knowledge of Building Safety or Decent Homes standards and familiarity with NoSQL databases.
