Job Description

Westminster City Council is seeking an experienced Building Safety Lead on an interim contract based primarily at Victoria City Hall, London (hybrid working available with significant on-site presence required). Rate: approximately £300 per day (Umbrella), Band 4, starting 2 June 2026.

This is a high-impact role responsible for building safety strategy, compliance delivery, and cultural change across the council’s housing portfolio, with a particular focus on High-Risk Buildings (HRBs) under the Building Safety Act 2022 and associated legislation.

Key responsibilities include owning and delivering the Building Safety Case programme, quality assuring Building Safety Case Reports, fire and structural risk assessments, and driving the golden thread of information across all WCC housing assets. The postholder will line manage a multidisciplinary team including Building Safety Managers, a Structural Engineer, Resident Engagement Officer, and Administrator, reporting directly to the Head of Compliance & Building Safety.

Essential requirements include substantial senior-level experience in building safety management, surveying, maintenance or construction (ideally within social housing), strong knowledge of the Building Safety Act, Fire Safety Act 2021, Building Regulations, and a NEBOSH Fire Safety Management Certificate or equivalent Level 3 fire safety qualification. A degree in Building Surveying, Fire Engineering or a related discipline is required. Membership of RICS, CIOB, CABE or RIBA is desirable.
