Job Description

Semester Recruitment is seeking a Social Care Qualified Practitioner Manager for the Youth Justice Early Support Service (YJESS) at Vale of Glamorgan Council, based in Barry. This is a locum role paying £30.91–£40.49 per hour via Prism, starting 3 August 2026.

Reporting to the YJESS Manager, you will provide day-to-day operational and strategic management of the team, ensuring Youth Justice Services are accessible to children and young people across the Vale of Glamorgan. The role combines direct casework responsibility with staff supervision and development, risk management, and oversight decision-making as part of the YJESS Management Team.

Key responsibilities include implementing and reviewing the Council’s Youth Justice Service Plan in line with changing legislation; ensuring delivery of one-to-one and group work across out-of-court diversion, prevention, and post-court supervision of community and custodial orders; overseeing the provision of Court Officers and Pre-Sentence Reports to National Standards; and quality-assuring the Assessment, Planning, Intervention and Supervision (APIS) functions within the Assetplus framework. You will also manage the YJESS duty system, ensuring out-of-hours access to Appropriate Adults, court representation, Bail Support, and ISS packages.

Candidates must hold a relevant social care qualification and bring demonstrable experience in youth justice practice and management. Strong analytical skills and a sound understanding of public protection, safeguarding, and the Scaled Approach are essential.
