Job Description

An exciting opportunity has arisen for a Participation and Access to Records Worker (Subject Access Requests) to join Swindon Borough Council’s Participation Team, based at the Civic Campus in the heart of Swindon.

This unique role sits at the intersection of information governance, emotional support, and participation work. You will act as the primary point of contact for adults who are Care Experienced or have received services from Children’s Social Care, supporting them through the sensitive process of requesting and accessing their social care records. You will take a bespoke, person-centred approach to each request, ensuring individuals receive the right emotional and practical support throughout.

Key responsibilities include liaising with the Information Governance and Legal teams to process Subject Access Requests, Freedom of Information, and Data Protection Act requests within statutory timescales; developing supportive processes and staff training materials around data protection compliance; and leading on the development of a Voice Ambassadors scheme across children’s services, including recruitment, supervision, and ongoing CPD for ambassadors.

You will also contribute to the wider Participation Agenda — championing the voices of children, young people, and families to influence service design and decision-making at all levels. Some evening and weekend working may be required.

The ideal candidate will have experience in a social care or information governance setting, a sound understanding of FOI and Data Protection legislation, and a compassionate, solutions-focused approach to working with vulnerable adults and young people.
