Childrens IRO – Independent Reviewing Officer – #5304071

Job Description

An experienced Independent Reviewing Officer is required for Durham County Council, based at Spennymoor Green Lane Council Offices, DL16 6JQ. This is a temporary contract running from 1 September 2026 to 23 November 2026, paying £35.45 per hour.

As IRO, you will act as an independent chairperson across Looked After Reviews, Child Protection Conferences, Private Fostering Reviews, Secure Accommodation Reviews, Foster Carer Reviews, disruption meetings, and complex planning meetings. You will ensure the voices of children and young people are heard and that the local authority gives proper weight to their views in all planning decisions.

You will bring a thorough understanding of Care Planning Regulations, the legal framework for looked after children and care leavers, National Minimum Standards, Fostering Regulations, and Adoption Agencies Regulations. A sound knowledge of ‘Working Together’ guidance and care order proceedings is essential. You will work constructively alongside senior managers, offering critical challenge, and will liaise with social workers and team managers across Children and Young People’s Services to drive effective care planning and positive outcomes.

The role also involves quality assurance, audit activity, ensuring every child in the Looked After System has an appropriate Permanency Plan, and active participation in Local Safeguarding Children’s Board processes.

Applicants must hold a recognised social work qualification and be registered with Social Work England. Substantial post-qualifying experience in children’s social care is required.
