Job Description

Wirral Metropolitan Borough Council is seeking a Placement & Brokerage Officer to join its Care Arrangement Team, based at 2 Alice Square, Birkenhead (CH41 2YA). This is a hybrid contract role paying £14.28–£18.23 per hour, starting 24 August 2026.

The Care Arrangement Team coordinates and brokers care packages for individuals with assessed needs across Adult Social Care, working in line with the Care Act 2014, service agreements, and care plans. You will sit at the interface between the council and the community care market, engaging providers to source appropriate packages efficiently and supporting timely hospital discharges.

Key responsibilities include arranging and recording care packages accurately on the designated case management system (Liquidlogic/E-Brokerage), managing daily demand and prioritising urgent cases, monitoring market capacity and trends, undertaking quality assurance checks on brokerage referrals, negotiating with providers within agreed Wirral rates, and supporting out-of-area placements.

You will liaise with social workers, health professionals, and multi-agency partners, and hold discussions with service users to plan care in line with assessed needs. Strong data skills are essential: you will interpret capacity and demand information using tools including Power BI and present statistical data to support decision-making.

The team operates seven days a week between 8am and 8pm; working patterns may vary. Candidates must be educated to GCSE level (including Maths and English) and have experience of an adult social care environment. IT proficiency across Microsoft Office, Liquidlogic, E-Brokerage, and Power BI is required. A Level 2 IT qualification and experience delivering health and social care services are desirable.
