Job Description

Rochdale Borough Council is seeking an experienced, motivated and nurturing Team Manager to lead the Connected Persons Team within Rochdale’s Fostering Service, on a temporary basis from 24 August to 31 October 2026 at £45 per hour.

Kinship care is a growing and integral part of achieving permanence for children and young people, enabling them to remain connected to their family networks and communities. You will provide operational leadership and management oversight for a team of social workers undertaking Connected Persons Assessments, Regulation 24 assessments and viability assessments, ensuring these are robust, analytical, relationship-based and completed within statutory timescales. You will support the team in presenting assessments to fostering panel, oversee involvement in court proceedings where required, and provide quality assurance to maintain consistently high standards of practice.

You will oversee support and supervision provided to Kinship Foster Carers, ensuring children thrive within their family networks, whilst promoting a culture of reflective practice and continuous improvement. Rochdale’s Fostering Service has established two Mockingbird Hubs, a Supported Lodgings Service and works closely with the No Wrong Door Hub, with a commitment to Secure Base, Therapeutic Parenting and PACE training.

The successful candidate will have substantial children’s social care experience with a strong understanding of fostering, kinship care and permanency planning, sound knowledge of relevant legislation and fostering regulations, and a proven ability to manage performance and drive service improvement. A recognised social work qualification and Social Work England registration are essential.
