Job Description

Swindon Borough Council is recruiting a Participation and Access to Records Worker (Subject Access Requests) to join its Participation Team, based at Civic Campus, Swindon. This is a temporary role paying £15.56–£20.73 per hour, starting 6 July 2026.

This varied and meaningful role sits across children’s services and information governance. You will be the primary point of contact for care-experienced adults and care leavers (aged 18–25) who request their social care files, supporting their emotional wellbeing throughout what can be a sensitive and complex process. You will develop bespoke, person-centred support plans for each individual, taking a generous approach to redaction in close liaison with the Information Governance Team.

Alongside this, you will lead on developing and supervising a scheme of lived-experience Voice Ambassadors across children’s services, ensuring the voices of children, young people, and families shape service design and decision-making at all levels.

You will also log, coordinate, and process Freedom of Information and Data Protection (Subject Access) requests within statutory timescales, produce practice briefings, and deliver staff training to raise awareness of information legislation compliance.

The role requires strong organisational skills, an ability to work sensitively with vulnerable people in high-stress situations, and a sound understanding of FOI and Data Protection legislation. Experience working with care-experienced people or in a participation/advocacy context is desirable. This post is classified as non-qualified social care.
