Job Description

Blackburn with Darwen Childrens Services require an agency supervising social worker to cover for a minimum 3 months in its kinship care fostering service in order to undertake regulation 24 assessments, SGO and combined assessments.

We are looking for a committed, well organised and enthusiastic kinship supervising social Worker who will go the extra mile to achieve best outcomes for our children and families.  As a supervising social Worker in the Kinship Care Team, you will be responsible for assessing kinship carers and prospective special guardians and provide support to ensure stability in kinship placements.

You will assist in the provision of a comprehensive kinship/fostering Service to looked after children and their families by participating in appropriate care planning, assessing prospective kinship carers and supporting them in their care of children through to permanence and SGO.

  • To provide direct and indirect support to special guardians and kinship families, the child/ren in their care and their families. 

  • To assess the suitability of prospective family and friends carers in accordance with National Minimum Standards, Fostering Services Regulations 2011 and Special Guardianship Regulations 2016.

  • To attend Family Group conferences to identify potential family members to be assessed.

  • To attend court to present assessment reports as and when required.

  • To support and supervise carers by advising and supervising them, in meeting the needs of looked after children in accordance with Fostering Regulations, NMS and Care Planning, Placement and Case Review Regulations 2010 (amended 2015).

  • To support carers to achieve permanence through SGO both before and after the order is issued.

  • To prepare assessment reports for the Fostering Panel, SGO Panel and other reports as required.

  • To attend multi-agency meetings, which can include CIN meetings, contact planning 
    meetings, family group conferences, care planning meetings, CLA reviews, risk 
    management meetings, legal meetings.

  • To manage an allocated workload and to record actions taken.

  • To have computer skills and be willing to undertake relevant training.

  • To keep up to date and organised case files in line with departmental policies and be able to provide reports where required.

  • To contribute to the objectives and performance targets of the fostering service.

  • To actively promote and develop the council’s vision and values.

  • To participate in and contribute to in-house and inter agency training.

  • To undertake other duties commensurate with the post as allocated by line manager. 

You will be working collaboratively with your colleagues across the department and with partners to deliver high-quality and responsive social work to kinship carers and special guardians.  Whilst you will be mainly focused on supporting and assessing kinship carers, you will still very much be part of the fostering team as a whole and be expected to be a part of the team development.
