This role will be within the Integrated Services section of Wigan Council's children's services which covers the Start Well Service and Targeted Youth Support Service. The main aspects of this role will be to provide managerial support and leadership to improve our Early Help practice and performance in our Start Well Service, along with some support to our partners including schools, health and early years settings. The candidate will support the service lead with the transition work in preparation for a forthcoming Ofsted inspection. The candidate will also offer support to the Targeted Youth Support Service who are expecting an inspection by HMIP in the coming weeks.
The position is offered for up to three months whilst a permanent candidate is recruited. The candidate will need to demonstrate significant experience in the early help field with particular skills in supporting managers and staff to reflect on practice, improve quality and consistency of practice, auditing of case files, production of service improvement plans and supporting effective culture change.
Reporting to the service lead for integrated services the candidate will support three locality start well teams and the five start well family centres with providing some support to the three targeted youth support teams.
Given the immediate need to improve practice the candidate will need to demonstrate significant experience in early help and practice improvement at service manager level or above.
You must be able to demonstrate the following essential requirements:
t Be fully qualified, have accredited social work professional status (CQSW, DipSW, CSS, PQCCA), current registration with HCPC,
t Evidence of significant post qualifying experience within a relevant professional field
t Relevant Management qualification and or considerable management experience of statutory specialist services
t Significant knowledge and fundamental understanding of current research, innovation and good practice standards in relation to children & families, Cared for children, care leavers and residential care provision at a local and national level
t In depth knowledge of statutory and legislative frameworks which underpin safeguarding children, working together, collaboration and effective planning to ensure that children receive the help they need.
t Chairing complex meetings
t Proven, effective experience of implementation of strategic plans, and leadership of achieving KPIs
t Experience of leading services during periods of change and development, minimising the impact on staff morale and maximising the positive outcome
t Leadership skills and the ability to promote and gain commitment to the organisation’s policy and objectives
t Excellent negotiation and influencing skills, with internal and external stakeholders
t The ability to successfully plan for and effectively contribute to OFSTED inspection processes
t The ability to manage a heavy workload under pressure and meet competing deadlines
t A good decision maker who can make critical decisions using your own initiative
t A political awareness and experience of working with key stakeholders to ensure collaboration and partnerships
t The ability to work as part of a team and as an individual, with an innovative approach to recognising problems and providing solutions.
