Description of role

The core function of the Team Manager will be ensuring that children, young people and their families receive the correct help and support to meet their needs. In fulfilling this they will perform the expected management functions of supervision, appraisal and workforce development.

As part of the Management Team of the One Point Service, the postholder will manage a One Point Intensive Family Support Team, providing early help and support to children and families aged 0-19 at level 3 on the Durham Staircase of Need. The One Point Service team will be made up of Senior Key Workers, Key Workers and Family Workers.

The postholder will be required to ensure staff are effectively focussed on intensive whole family support leading to improved outcomes for children and young people.

In addition, the postholder will be required to lead practice transformation so that the One Point Service staff are focused on delivering effective early help and will work closely with Families First and Community Family Hub managers to ensure a seamless service for children, young people and their families proportionate to their needs.

Duties and responsibilities

Listed below are the responsibilities this role will be primarily responsible for:

· To embed effective performance management and quality assurance arrangements for the team in order to ensure high quality practice;

· To provide high quality support and supervision and appraisal to team members that promotes their personal and professional development and monitors progress against individual development objectives and promotes the achievement of high-quality practice via the use of evidence based interventions;

· To operate an effective and efficient case management and allocation system in accordance with professional’s skills and abilities and that take account of priority, risk and need;

· To participate in and adhere to Safeguarding procedure as defined by the Local Children’s Safeguarding Boards Policy and Procedures;

· To ensure that the One Point Service team works in partnership with children, young people, families and other agencies, using the Single Assessment Framework developing a positive journey for the child and family through support and intervention.

· To ensure that Team Around the Family plans are SMART, challenging and informed by evidence, reflecting the initial reasons for referral, they are robustly monitored and reviewed and that provision of the level of service is proportionate to the needs of the family;

· To ensure that there are effective processes for escalation/de-escalation to ensure a seamless service for children, young people and families;

· To complete case file and themed audits, to ensure practice is of a high quality and ensure a cycle of continuous improvement;

· To ensure that working practice maintains a focus on Think Family; empowering families to change their behaviours and safely care for their children and achieving positive outcomes;

· To contribute to the timely management of complaints;

· To represent the local authority in a range of settings;

· To develop effective working relationships to support the delivery of services in and through the 0 – 19 Community Family Hub based within the locality;

· To build and maintain effective relationships with partners, including the VCS and schools;

· To manage a designated budget through the monitoring and control of the team’s expenditure;

· To demonstrate a commitment to equality of opportunity for all groups of staff and service users and to challenge discrimination, racism, sexism and other forms of unjust behaviour;

· Be accountable for and review own practice using supervision, reflective practice and other opportunities for continuous professional development;

· Ensure service user feedback is gathered in a consistent way through agreed processes and analyse to identify opportunities for improvements to service delivery by the team;

· To work flexibly to meet the needs of children and their families which may include the need for some weekend working;
