Job Description

Stockport Metropolitan Borough Council is seeking an experienced Senior Planning Enforcement Officer for a 3-month interim engagement based at Piccadilly, Stockport (SK1 3XE), paying £45 per hour. The role runs from 22 June to 22 September 2026, working 37 hours per week Monday to Friday with an expectation of two days per week in the office.

You will lead the investigation and resolution of complex breaches of planning control, securing compliance with planning legislation and Council policies through negotiation and, where necessary, formal enforcement action. Day-to-day responsibilities include managing a high-volume caseload of enforcement investigations covering unauthorised development, changes of use and breaches of conditions; carrying out site inspections; gathering evidence; assessing expediency in line with national planning guidance; and preparing enforcement notices, legal documentation and correspondence.

You will prepare reports, statements and evidence for appeals, hearings and court proceedings and represent the Council where required. Close collaboration with Legal Services and internal teams is expected, along with supporting service improvement and mentoring less experienced officers.

The ideal candidate will have 10 or more years of planning enforcement experience within a local authority or similar setting, a strong working knowledge of UK planning legislation and enforcement powers, and proven ability to manage complex cases. Excellent negotiation, communication and report-writing skills are essential, as is confidence representing cases at appeal or in court.
