Business Analyst – Modernisation & Transformation – #OR104029

Job Description

Redbridge Council is seeking an experienced Business Analyst to support its ambitious modernisation and recovery programme. Operating under Exceptional Financial Support (EFS), the Council is undertaking a significant transformation across all directorates, and this role sits at the heart of that portfolio.

You will conduct operational diagnostics and service reviews, analysing costs, staffing structures, demand volumes, and performance data to identify inefficiencies and opportunities for improvement. Key outputs include process mapping, workflow analysis, business cases, briefing papers, and benefits realisation tracking. You will engage with stakeholders across services and work collaboratively with Finance, Digital, PMO, and HR/OD teams.

At a senior level, you will lead end-to-end service diagnostics, develop costed transformation options, manage and mentor junior analysts, and contribute to programme governance including board papers and reporting.

Essential requirements include local authority experience, a strong background in operational analysis or business improvement, and the ability to communicate complex insight through clear written outputs. Familiarity with Lean, systems thinking, or service redesign methodologies is desirable, as is knowledge of local government funding and GLPC frameworks.

This is a fixed-term interim role based in Ilford, offering £300–£350 per day (umbrella), with an expected duration of 3–6 months from June 2026. Apply now to contribute to meaningful public-sector transformation.
